The Finance Committee reviewed a long-standing proposal to declare the parcel at 13–17 Westline Street surplus and put it forward for disposition (RFP). The administration told the committee it remained in favor of a sale and moving forward with an RFP, pending the results of a legal opinion. Several members raised concerns about ceding municipal parking downtown and about losing long-term control of a downtown parcel.
One member said they were not comfortable with an outright sale “at this time” and asked whether alternatives (for example, removing special permits or changing terms) had been considered. After discussion the committee voted on a motion to report to the full council that no action be taken; the motion was seconded and carried.
The committee will forward its report and the legal opinion to the full council; any future disposition would require further council consideration and explicit committee direction.
