The Anderson County Budget Committee approved moving previously awarded grants into the current fiscal year so work can proceed and cleared grouped transfers and smaller budget amendments.
Finance staff said a previously approved ARC award of $1,715,681 and an EOC grant of roughly $3,900,000 need to be reflected in this year's budget because purchase orders were not committed in the prior year; staff warned that recognizing the grants and associated matches will lower the available fund balance. Commissioners voted to approve new business items 1 and 2 together to move those grant funds into the current budget.
The committee approved grouped transfers covering school appropriations, mayor's office items (including ORCA and senior center items) and sheriff's department transfers (insurance recovery and payroll adjustments). Staff also presented two payroll transfers from the highway department (one around $109,190.80 and another for $15,000), which the committee approved.
Separately, the veterans office requested a $2,000 reallocation to purchase display service flags (Army, Marine, Navy, Air Force and Coast Guard) with bases and spreaders for courthouse displays and veterans treatment court. The committee approved the transfer to the correct budget code and the purchase.
Finance staff also reported roughly $1,275,018 in unspent ARPA funds available and a total of about $27,478,742 in active grant funds across federal and state sources.
The committee agreed these budget adjustments and transfers were necessary to begin planned work and to correct earlier coding errors; several items were approved by voice vote.
