Open Space staff describe emergency closures and lessons after Dec. wind events

Open Space staff outlined the department's response to a major wind event in mid-December during the Jan. 14 trustees meeting.

Dan (department staff) summarized the emergency timeline: two days of extreme winds, Dec. 17 and Dec. 19, produced reported gusts up to 113 mph at NCAR and were compounded by a public-safety power shutoff (PSPS). City decision-makers (including the fire chief, police chief, office of disaster management and city manager) convened and recommended closing the open-space system for public safety. "I informed our group around 07:00 that night that we're closing the system," Dan said; staff physically closed about 55 major trailhead access points and used a mix of gates, trucks and signage where necessary.

Dan said by 9 a.m. the following Saturday the system was completely open again, and staff's after-action review used trail-counter data to assess closure effectiveness: closures where infrastructure allowed physical closure saw near-zero use, while sites without infrastructure had higher but still substantial compliance. Staff documented roughly 65 specific locations requiring monitoring and remediation for fallen limbs, trees and debris.

Staff will convene internal teams to examine policy triggers, infrastructure and staffing needed for future closures; those teams will report back to the director's team by the end of quarter one with recommendations that may be considered for future budgets and CIP items.

Why it matters: trustees and members of the public raised questions about when and how closures are decided, communications and the need for more permanent infrastructure (gates, signage) to support rapid closures in extreme weather events.
