Board moves a series of consent and procedural items; rejects bids for Grays Creek water package

At its Jan. 15 regular agenda session the Cumberland County Board of Commissioners approved procedural items and moved several items to the Jan. 20 consent agenda, then took a final procurement action after closed session.
Vice Chairman Sherwin Jones moved to approve the meeting agenda (with the county manager’s stipulated changes); the board approved the motion following the first trial of the board’s online voting portal. The board unanimously approved December 2025 agenda session minutes.
Staff requested several items be placed on the Jan. 20 consent agenda; motions (and their seconding) to place the following items on consent passed or were accepted for placement: the updated IGSA with Fort Bragg for animal services veterinary support and a group oath of office for animal services officers; an update to the agricultural business assistance policy (with HUD LMI threshold update) and placement of that item on the Jan. 20 consent agenda; and Parks & Recreation’s request to include a county match in the CIP for a FAMPO Cape Fear River Trail design grant (staff noted match will come from freed capacity fund balance rather than general fund balance). The board also certified completion of the Tri County Subdivision Public Water Project and placed it on the Jan. 20 consent agenda.
After an executive closed session covering attorney‑client privilege, economic development and real property, Commissioner Tyson moved to reject all bids for the Grays Creek Phase 1 water distribution package 1. The motion passed 4–1; Commissioners Tyson, Jones, Chairman De Villier and Patel voted in favor; Commissioner Adams opposed.
No other final appropriations were approved at the meeting; staff will return on Jan. 20 with the listed consent items for formal action where required.
