City manager reports infrastructure milestones, new billing portal and fire chief retirement

City Manager Land reported project milestones and personnel news during the Jan. 13 meeting.
Land said the Coppell emergency water interconnects project is complete and Magnolia Park’s trail is finished. Work at the dog park has completed concrete flatwork and will move to sod and synthetic turf installation; park shade structures will be installed in the coming weeks. Contractors have mobilized for Bullock and Howell right-of-way work and a preconstruction meeting is scheduled for Royal Lane reconstruction. Demolition and interior work continue at the Justice Center building; utilities are in place. Staff moved into a portion of the service center and a public open house for the facility is planned for Jan. 26.
Land also announced Fire Chief Kevin Richardson has submitted his retirement effective Feb. 27; a reception and ceremony are scheduled for Feb. 24 at 10:30 a.m., and City Hall will recognize Chief Richardson at the Feb. 10 council meeting. The city will launch an upgraded utility-billing payment portal with e-check, autopay (debit/credit), and text-to-pay options; a firm operational date was not yet set.
Council thanked staff and noted the updates will inform outreach about traffic and construction impacts where applicable.
