District details phased rollout of HMH Version 3 instructional materials and professional development

Milwaukee Public Schools staff told the committee they have delivered HMH Version 3 materials to nearly all elementary buildings, will begin module 5 instruction Jan. 23 and hold professional development on Jan. 26; staff said measurable, systemwide results will likely take multiple years.
District academic leaders updated the committee on the FY26 academic literacy plan and rollout of HMH Version 3 instructional materials.
Gabby Jimenez, academic superintendent for literacy, described professional-development survey responses showing improved reception for recent trainings and outlined a literacy leadership team of district academic and school leaders convening monthly to co-lead implementation. Jimenez said mod 5 using HMH Version 3 materials begins Jan. 23 and that HMH coaches will support teacher PD for K'5 on Jan. 26.
District leaders said nearly all teacher materials were delivered to buildings before winter break and that libraries and operational teams supported inventory and distribution; five buildings remained to be completed as of the presentation. They emphasized a paced implementation informed by implementation science: establish baseline and fidelity this year, attend to whole-group instruction and then small groups, and expect stronger measurable outcomes in subsequent years.
When asked about timelines for outcome improvements, staff said some movement might appear this year but that rapid, sustained growth would likely take 2'3 years of fidelity and system supports. The district reiterated the system'level goal of students performing above the 40th percentile on the universal screener as a marker of future third-grade outcomes.
