Staff described a funding approach that would use expedited grant assistance and local contributions so each city’s share for this repair would be about $5,000. As staff put it, "for 175,000 ... it's gonna cost each city about $5,000 a piece." The board discussed the safety and operational risks of attempting limited runway operations during construction and several members emphasized that allowing aircraft movements while crews work would present an unacceptable safety risk.
Board members asked about cause analysis; staff and consultant said core samples had been taken and that the likely causes include subgrade or compaction issues from prior widening work. Staff committed to provide more technical details and core-sample results to the board once available.
