Clearlake approves county stormwater resources plan to unlock grant eligibility

Clearlake’s City Council voted on Jan. 15 to adopt the 2025 Lake County Stormwater Resources Plan and authorized staff to forward the adopted plan to the State Water Resources Control Board for concurrence, opening eligibility for stormwater grant funding.
Stormwater coordinator Kylie introduced the plan and explained it derives from the Stormwater Management Planning Act (SB 985) to identify projects that capture stormwater and dry‑weather runoff for water‑supply, water‑quality and flood‑management benefits. The plan lists candidate projects — such as the Burns Valley Sports Complex detention basin and Miller Creek restoration — and provides a framework for municipal coordination under the MS4 permit held collectively by the City of Clearlake, City of Lakeport, and Lake County.
Staff said the Clean Water Program Management Council, comprised of municipal staff and elected representatives, recommended adoption and that the next step is submission to the State Water Resources Control Board for a concurrence letter to enable grant applications. Council members asked specific project location questions; staff noted projects are illustrative and the city is not limited to only those projects when applying for funds.
Council moved to adopt Resolution 2026‑01 to approve the stormwater resources plan and the motion passed unanimously.
