Planning commission defers Meridiana preliminary plat, conditionally approves detention-reserve final plat and directs staff to give applicants written findings

The Planning Development & Zoning Commission voted unanimously to approve a deferral request for the preliminary plat of Meridiana Section 15B Phase 1 and to conditionally approve the Meridiana Detention Reserve Z Phase 2 final plat, and it directed staff to provide applicants written statements of conditions and reasons for disapproval under Local Government Code 212.0091.

Commission chair Ryan Miller opened discussion on the Meridiana preliminary plat after staff explained the applicant had not met minimum submittal requirements and had requested a deferral. An unnamed planning staff member told the commission, “Staff is recommending approval of their deferral for this plat.” Commissioners moved and seconded the request and the motion passed unanimously.

The commission then took up the Meridiana Detention Reserve Z Phase 2 final plat. Planning staff described the site and access arrangements, saying there is “an existing access easement for this proposed plat” that also provides access to a separate 1‑acre tract north of the subject site that is not part of Meridiana. Staff said the existing access easement from Masters Road will be abandoned, a temporary access easement will be provided along the western boundary of the proposed detention reserve, and permanent access to the 1‑acre tract is proposed through future Meridiana Section 8A. The staff presentation noted the applicant provided additional documentation after the initial report; staff recommended conditional approval “with conditions listed in the report.” The commission approved the conditional final plat by unanimous vote.

On a separate procedural motion, the commission adopted a directive to staff to provide applicants written statements of conditions for any conditional approvals and to record reasons for disapproval when plans are not approved, citing the record reference to Local Government Code 212.0091. The motion passed unanimously.

The commission also approved the consent agenda to adopt meeting minutes earlier in the session and confirmed attendance for two individuals — Jamie Hughes and Ventura Morton — who appeared at the microphone to satisfy attendance requirements for a PD&Z application. The meeting adjourned by unanimous vote.

Next steps: the approved deferral means the preliminary plat will return to a future meeting after the applicant addresses submittal deficiencies; the conditional final plat approval is subject to the conditions listed in the staff report and any required follow-up items noted by staff.
