Rob Riley, chief deputy county engineer, reviewed active projects and near‑term prospects for Delaware County’s Transportation Improvement District.
On the Silicon Heartland work, Riley said the contract for roundabouts on Licking‑Delaware County Line Road was awarded to Shelley and Sands. "We anticipate starting work in May and wrapping that project up in September," he said, and described the contract as "a $4,700,000 contract, a 100% reimbursable by the state through the Silicon Heartland program." Riley said the contractor is completing preconstruction work and ordering materials.
Riley also discussed the 713637 interchange. He said ODOT plans to apply for a USDOT BUILD grant to supplement ODOT funding and that phase B design and early work will proceed with construction expected in 2027 and phase C targeted for 2029. For Orange Road grid separation, staff are coordinating with the railroad with construction currently planned for 2028.
Staff reported an OPWC grant application for Stock Road improvements submitted by four townships and the county engineer’s office; an award decision is expected in about six weeks. Riley added potential TID roles on Buddy Station Road (turn lanes in support of a new high school site that the transcript refers to as "Olentang County School District") and on Plum Road where growth is increasing traffic; he said the TID could assist with financing and interjurisdictional coordination.
Board members asked clarifying questions about capacity at a proposed roundabout near the high school bus routes; Riley said the design can handle school buses and that a need for two east‑west lanes is not imminent. Riley closed by offering to keep the board updated at upcoming meetings as grants and designs advance.
