Merrimack County adopts 2026 budget with 6.32% tax increase after 2–1 vote

The Merrimack County Board of Commissioners adopted the final 2026 budget at the meeting, approving a 6.32% increase in county taxes. County finance staff explained that the adjustment is largely driven by prior shortfalls and the use of fund balance, and that staff had incorporated two small changes discussed during the meeting (including removing the sheriff vehicle from the budget line after the board approved the immediate purchase).

A motion to reallocate Cooperative Extension funding to human services to expand the navigator program was proposed but failed for lack of a second. Commissioners debated Cooperative Extension’s long history and community benefits; some argued for preserving the funding while others wanted to reallocate toward human services priorities. One commissioner noted forthcoming philanthropic grant opportunities that could expand navigator capacity with a county match.

County staff said the final budget includes an operational increase of 2.5% with the remainder addressing fund balance shortfalls; staff identified a Medicaid rate decision expected in early December as a potential variable that could materially change forecasts. After discussion the board voted to adopt the budget on a 2–1 voice vote and directed staff to document the drivers of the increase in the transmittal letter.

The board also identified next administrative steps, including a planned CIP transfer at the first December meeting and standard transmittal materials for the delegation.
