Council assigns 10% of FY25 surplus to community programs, trustees and retiree payment

Richmond City Council on Dec. 15 adopted an expedited resolution (2025‑R052) to assign 10% of the city's calculated FY25 general‑fund surplus to several programs and one‑time payments totaling $2.2 million.

The resolution allocates funds as follows: $50,000 for a Vision Zero traffic‑safety study at school‑adjacent intersections; $70,000 for a music and media lab and improvements at Parks & Recreation facilities (Southside Community Center); $1,100,000 to Presbyterian Homes & Family Services for a Family Crisis Fund; $162,150 for low‑barrier support for children and families during inclement weather; $400,000 to the Richmond Affordable Housing Trust Fund; and $1,420,000 to the Richmond Retirement System as a one‑time payment to retirees to help offset the absence of an annual cost‑of‑living adjustment.

Virtual public commenter Cassie Knight urged the council to instead prioritize immediate eviction prevention and emergency shelter expansion after reporting a recent cold‑weather death of a neighbor, and asked the council to use surplus funds for rapid eviction‑prevention payments and satellite shelters. Council discussion acknowledged the competing needs; members noted tight timelines and a desire for collaborative budgeting. Several councilmembers also raised broader concerns about the size of the surplus and longer‑term budget transparency.

Council voted to adopt the resolution by roll call. Administration and council indicated they will continue work on larger budget and charter questions outside this allocation.
