Lockport planning commissioners approve larger, relocated monument sign for The Springs at Lockport

The Lockport Planning and Zoning Commission on Jan. 14 voted to approve a major change to the planned development for The Springs at Lockport that increases the masonry base of the site's monument sign from 2 feet to 6 feet and relocates the sign east along 159th Street.
Alyssa, a city staff member, told the commission the petitioner, Continental Properties, is seeking the change for the residential development and its commercial outlots. She said the site is a little over 25 acres at the northeast corner of 159th Street and Edelman Road, zoned R-4 on the north side and C-3 on the south side, and includes tenants such as Wendy's and Mister Car Wash. "The monument sign serves as the primary identifier for the apartment community and the businesses along 159th," Alyssa said, and noted the proposed sign panel measures 10 feet in height and width.
Staff described the change as a "major change" under the city's code because it alters signage height and area beyond the thresholds for minor amendments. Alyssa said the proposed increase—raising the masonry base from 2 feet to 6 feet, a 4-foot increase—would improve visibility given the site's elevation and an existing guardrail, and that relocating the sign further east would accommodate a future sidewalk connection and integrate drainage swales for outlot users.
Commissioners asked about the sidewalk setback. Mike, a staff member, said the Illinois Department of Transportation (IDOT) plans a resurfacing project on 159th next summer and that work and grading associated with the IDOT project will determine the final sidewalk location. "It will not be running through it for sure and will likely be at least 5 feet away from it," he said.
Commissioner Garland moved to adopt findings of fact and approve an amendment to The Springs planned development to increase the size and relocate the monument sign; Calderon seconded. Kathy performed a roll call: Quinn was absent; Calderon, Peters, Likens, a name unclear in the transcript, Garland and Georgette voted yes. The motion passed. The commission chair said the item will be forwarded to the Committee of the Whole on Feb. 4 for council consideration.
The commission had no other public hearings and set its next regular meeting for Feb. 11 at 7 p.m. The meeting adjourned after reminders about Open Meetings Act training and other administrative items.
