County attorney outlines state bill requests; board pulls proposed data‑center tax pilot

Prince Frederick — Sean Norris, the county attorney, briefed the Board of County Commissioners on a suite of requests staff plans to pursue with the county's state delegation. The list included authorization for upcoming bonding ($80,957,080 cited), a request to permit a pilot tax relief structure for data centers (which the board agreed to pull from the package), a historic tobacco barn tax credit modeled on neighboring counties, adjustments to LOSAP (Length of Service Awards Program) death benefits, a nuisance‑event injunction tool for the state's attorney and sheriff, and excise‑tax relief for accessory dwelling units used to care for aging or disabled family members.
"It was intended to be an economic development tool," Norris said of the proposed data‑center tax relief, and following discussion the board agreed to remove request number two from the legislative package for further consideration. Norris said the bond requests and other items will be submitted to delegates and senators; some proposals will require fiscal notes and further treasurer analysis.
Other requests cited included a proposal to allow longer initial procurement contract terms for certain public infrastructure projects and a request to allow parties other than original APD owners to apply to the county's PAR fund for TDR purchases — items commissioners will review further with staff and legislative contacts.
