The Port Richey Community Redevelopment Agency voted to approve three demolition purchase orders Tuesday and discussed whether Pasco County funding might be available to offset CRA expenditures.
Staff told the board the CRA would serve as the funding mechanism for demolition activity while the city retains the decision authority to order removals; liens are established on properties that are later repaid if ownership changes. The board discussed whether adjacent demolitions could be combined to reduce mobilization costs and whether Pasco County’s CPGS program might reimburse eligible demolitions.
On item #4525O, members approved SC Signature Construction’s proposal to demolish the structure at 5250 Miller Bayou Drive. A typographical discrepancy in the packet was noted; staff clarified the purchase request lists SC Signature Construction’s price for that address as $19,316. Member (speaker 5) moved to approve the demolition at that figure; motion carried by voice vote.
On item #58642, the board approved a second Green Street demolition. Discussion noted this property includes a backyard pool, which likely increased the low bid recorded in the packet (packet line reads '25.07 12' in the purchase request; staff and members agreed the packet formatting contained an inconsistency). The motion to approve the purchase order was seconded and carried.
On item #68648, the board approved SC Signature Construction’s proposal to demolish 8648 Green Street for $17,650; the motion carried on a voice vote.
Board members asked staff to pursue Pasco County program eligibility and possible reimbursement where properties qualify, and staff said they would follow up with the county representative.
Next steps: staff will proceed with contract negotiations and establish liens per CRA practice; any reimbursement recovered from county programs would return to the CRA fund according to the lien process.
