Senate reads long list of bills for second reading, assigns dozens to committees

The secretary read a broad set of bills and referred them to standing and select committees for second reading; topics ranged from hospitals and revenue offices to education, public safety, and tax policy.
Late in the session the secretary read an extensive list of bills placed on the second reading calendar and referred each to an appropriate committee. The list included measures on hospital regulation, Department of Revenue fee offices, division of finance penalty provisions, self-storage regulation, sales taxes for public libraries, opioid prescriptions, an elder-abuse hotline, intoxicating cannabinoids, public-safety measures, education bills, regulation of air quality, water management districts, and many others.
Several bills tied to high-profile policy areas were included in the referrals: measures affecting income-tax exemptions and deductions, capital and public-safety proposals (including a number of firearm-related bills), public-health proposals and education bills (including curriculum and charter-school measures). Committee assignments were announced as the secretary read each bill number and short caption; no floor debate on individual measures occurred during the read-aloud.
Because the list is lengthy, each bill will be considered by the committee named in the referral and may be scheduled for hearings, amendments and committee votes in the coming days and weeks. A number of bills contain penalty provisions and effective dates or emergency clauses that will be considered in committee.
