Commission tables annual officer election, adopts 2026 calendar and honors late staffer Paul Muigan

At the start of the meeting the commission considered electing a chair and vice chair for the 2026 calendar year. Staff explained appointments would be effective immediately and expire Dec. 31, 2026, but a commissioner moved to table the election until a full panel is present. The motion to table was seconded and passed by voice vote.
The commission then considered and adopted the Planning Commission meeting calendar for 2026 after a staff presentation. A motion to approve the proposed calendar carried by voice vote. The consent agenda, which included adoption of the Nov. 4, 2025 minutes, was also approved earlier in the meeting.
Later in the meeting commissioners and staff paid tribute to Paul Muigan, whose passing on Nov. 25 was noted by staff. One commissioner proposed placing a simple bench in his memory at a public location; commissioners suggested potential locations including Patriot Park. Commissioners described Muigan as a valued colleague and community member.
