Board members discussed meeting classification and public-comment practice. One member expressed confusion about whether special meetings permit public comment; staff and counsel noted state public meeting law does not require a public comment period at every meeting, though local bylaws and customary practice often include citizen participation for regular meetings. Members recommended several engagement formats: an online open-house with materials and comment boxes, Saturday drop-in sessions with display panels and staff to answer questions, and a Wednesday public presentation paired with comment opportunities. Several board members emphasized formats that allow back-and-forth dialogue rather than a one-way presentation.
Staff confirmed it will reissue invitations to organizations that responded to the original request for interest, publish background materials on the city website and Talent News Review, and schedule an additional informal information session (rescheduled from Veterans Day) and a January engagement opportunity. Staff will return with a more detailed outreach proposal for board review.
The board did not take formal action on the incubator at this meeting but provided direction on public-engagement timing and format. The board also asked staff to clarify bylaws around special meetings and public comment for future agendas.
