Councilors responded favorably to including an ex officio parks director and a parks-commission representative on the foundation board, and urged language that would prioritize projects identified in the master plan while allowing some flexibility for projects outside the plan if the parks commission and city staff review them first. One councilor recommended specifying maintenance priorities (for example, new fountains or capital repairs) so donors and the foundation can prioritize funding.
Councilors also raised whether the foundation could fund part of a staff position. City staff and other participants cautioned that donors often prefer to donate directly to the city, and that it can be problematic for an employee to have split reporting lines to both the city and an independent nonprofit. Staff said donations intended for specific projects should be reflected as restricted funds in the city’s budget and that the city would likely not need a separate fund for those donations.
Staff summarized council direction: encourage foundation language that emphasizes executing the parks master plan, require coordination with staff and the parks commission for projects outside the plan, and clarify the level of city staff and administrative support the city will provide. Staff said they will return with language and next steps; the council took no formal vote during the study session.
