Cloverdale staff report modest revenue gains, propose small policy and staffing changes

Committee members urged staff to prepare a list of roads and visible short‑term projects so voters can see how Measure DD money is used; staff suggested bringing lists to council for public review.
Holmes proposed a modest change to the water‑leak adjustment policy ahead of council: increase the one‑time cap from $410 to $460 and transfer final approval authority for adjustments from the city manager to the finance director. Staff estimated that change would affect 3–5 adjustments per month and is budgeted at roughly $7,000–$10,000 annually.
On staffing, the city manager proposed using the full $135,000 annual Measure DD allocation to fund a full‑time parks maintenance worker instead of splitting funds between a part‑time position and equipment; committee members expressed support and staff said they would place the item on the council agenda.
None of these items were approved by the subcommittee as final actions at this meeting; staff will bring policies and staffing proposals to the full council for formal action.
