In her address, Gov. Kathy Hochul announced a package of public-safety measures that included technology rules, transit safety investments and new limits on protests near houses of worship.
Hochul called for a first-in-the-nation law requiring that all 3-D printers sold in New York include software that prevents the printer from creating a gun. "Illegal 3 d printed ghost guns are now homemade killing machines," she said, arguing the proposal is a commonsense step to prevent easy manufacture of firearms.
On transit safety, Hochul said the state will install more platform barriers at 85 additional locations and expand elite mental-health units to get people in crisis off trains and into care. She also cited continued investments in police patrols and statewide crime-analysis centers to keep subway and street crime down.
On religious institutions, Hochul noted the state has invested $130,000,000 to better secure houses of worship and proposed banning protests within 25 feet of property lines at houses of worship to protect worshippers from harassment; she described an incident of pro-Hamas chanting outside a synagogue in Kew Gardens Hills as harassment and "antisemitism."
These proposals are legislative in character and would require drafting, stakeholder review and approval by the Legislature and/or regulatory action. The address recorded the proposals and the governor’s rationale; no statutory text or implementation timeline was included.
