Monroe County awarded $1M INDOT paving grant; four bids opened for projects

Monroe County staff told commissioners on Jan. 15 that the county was awarded the $1,000,000 cap from the Indiana Department of Transportation's Community Crossings Matching Grant (CCMG) program to fund paving projects in 2026.
"Monroe County was awarded the million dollar cap for the community crossing, matching grant program in December," Highway/Engineering staff told the board and then enumerated roads that will be eligible for paving work; staff noted some entries describe partial segments.
After announcing the award, staff opened four bids for the packaged paving work and read the submitted bid amounts into the record: DC Construction Services bid $3,428,982.60; Howard Companies bid $3,168,124.15; Milestone bid $2,169,377.90; and E & B Paving bid $2,215,722.75. Staff said they would check submittals for required documents and bring a recommendation to the commissioners in a couple of weeks.
Why it matters: The INDOT CCMG award provides substantial state-matched funding for local road work and will support multiple paving projects across Monroe County. The bid openings mark the procurement phase; a later agenda item will recommend a bid award after staff review.
What to watch: Staff will return with a recommended award after verifying bid completeness and compliance. Residents on streets named in the list should expect contractor selection and scheduling to follow later this winter or spring.
The board approved acceptance of the grant agreement and took the bid openings under advisement; a formal award was not made at the Jan. 15 meeting.
