Summary
At its Jan. 13 meeting Park City council approved multiple equipment purchases (lift station pumps, truck bed, two police vehicles and upfitting), confirmed several board appointments, selected Land Bank officers under KSA 12-5904 and elected Terry Osborne as council president (7-0-1).
The Park City Council approved a set of operational purchases and personnel actions during its Jan. 13 meeting, including equipment for public works and police, multiple board appointments, and the council’s internal leadership slate.
Infrastructure and fleet purchases: Public works staff sought and the council approved the replacement of both flight pumps at the 53rd Street CCUA lift station, accepting a quote from FTC Equipment for an amount not to exceed $31,495.80 to be paid from the utility fund. Gina (public works) explained the pumps were previously rebuilt, the rebuild price was $10,000, replacement price $20,000 each, and the quoted full replacement (both pumps and installation) was $31,495. Staff said the expected life is about 10 years and replacements can be staged so the station is not offline.
The council also approved purchase of a truck bed with Hardox protection from Master Tech Truck and Equipment not to exceed $32,262 (special streets and highway fund) to outfit a new Chevrolet Silverado 5500 for street maintenance and snow response. Gina told the council the Hardox option reduces long-term repair costs.
Public safety equipment: The police chief presented quotes for two Ford Explorer (police interceptor utility) vehicles at $48,739 each and upfitting from SERVE totaling $28,767.52. The combined purchase and upfitting cost is $126,245.52, to be paid from the capital equipment vehicle replacement fund; the council approved the purchase and upfitting.
Appointments and leadership: The council approved Michelle Gifford to the Planning Commission/Board of Zoning Appeals (term expires May 2028) and J.R. Sartain to the Convention & Tourism Advisory Board (term expires 2028). Council also recessed into Land Bank business and, pursuant to KSA 12-5904, appointed John Lanier (chair), Terry Osborne (vice chair) and Marla Rugg (treasurer, nonvoting) to the Park City Land Bank for one year.
Council leadership: Brandy Bailey nominated Terry Osborne as council president for a term ending Jan. 2027; the motion passed with a recorded result of 7 yes, 0 no and 1 abstention. The council then reviewed and approved liaison assignments and alternates for boards and committees.
What to watch: staff will proceed with the equipment purchases and the quoted vendors indicated delivery/installation timelines; finance and departmental staff will manage the capital and utility fund transactions. The Land Bank and board appointments will take effect per their terms and statutory requirements.
