SANDFER, Va. — At its January organizational meeting, the Culpeper County Planning Commission elected Sanford Reeves as chair and Miss Thornhill as vice chair, adopted the commission’s 2026 meeting schedule, and set work sessions to review an energy storage zoning text amendment and a pending solar application ahead of a March public hearing.
Denise Harris, the county’s plan director, opened the meeting and nominated Sanford Reeves for chair; a second was recorded and members approved the nomination by voice. After the vote, commissioners welcomed Reeves and he thanked members for their vote and for the commission’s practice of majority decision-making.
A commissioner nominated Miss Thornhill for vice chair; that nomination was seconded and approved by voice vote. The commission then received and recorded minutes from the Nov. 12, 2025 meeting and moved to adopt the 2026 meeting schedule. Harris said the proposed schedule keeps meetings on the second Wednesday of each month at 7 p.m., with the November meeting moved to Thursday, Nov. 11 because of Veterans Day.
Harris told commissioners to complete the annual real-estate disclosure form and said a new county attorney is scheduled to begin in February and may attend the commission’s February meeting. She also outlined two planned work sessions: one to review an energy storage zoning text amendment (staff recommended the commission hold a work session and defer formal action until after the Virginia General Assembly completes its session) and a second to update the commission on a solar application before bringing the matter to a March public hearing when legal staff will be available.
The commission discussed how to handle the Capital Improvements Program review requested by the Board of Supervisors and agreed to consider holding a separate meeting, likely a Tuesday or Thursday evening, at 6 p.m. so department presentations can be streamlined. Commissioners debated whether presenters should give high-level overviews rather than line-by-line detail to speed the process while noting that department-specific budget items may require more time for newer commissioners.
The meeting concluded after brief member updates and administrative remarks. A motion to adjourn carried by voice vote.
