Votes at a glance: Court approves RFPs, room-reservation changes, firearms sales and other items

At its Jan. 28 meeting, the Guadalupe County Commissioner's Court approved multiple requests and solicitations, amended a facility-use deposit policy, authorized several out-of-state trainings and signed off on a set of procurement steps. Key votes and outcomes are listed below.

- RFP 25-10: Hazard Mitigation Plan Update — Court approved the order to advertise and request for proposals; staff (Emergency Management/Purchasing) will pursue grant-funded work to update the plan and make the county eligible for mitigation projects.

- RFP 25-11: Roadway Condition Assessment Services — Court approved advertising; Road & Bridge will solicit firms to create a baseline pavement condition index for roughly 700 road miles and recommended data portability to support future budgeting.

- RFP 25-12: Pavement Rejuvenation — Approved. Road & Bridge will solicit vendors for turnkey pavement rejuvenation services to extend pavement life on candidate roads.

- RFP 25-13: Various Concrete Services — Approved. Road & Bridge will solicit contractors for headwalls, wingwalls and miscellaneous concrete work.

- Bill list and Elections Building draw — Court approved the bill list with one item (Kaylor Company vendor draw for the elections building, $326,292.15) considered separately; the elections-building draw was approved with recorded abstention by one member (motion passed: 4 yeas, 0 nays, 1 abstention).

- Sale of county-issued firearms under Texas Gov. Code ch. 614 — Court approved nominal $10 sales of issued firearms to four honorably retired Guadalupe County Sheriff's Office employees named in the agenda (Sergeant Robert Nelms; Lieutenants Patrick Reynolds and John A. Flores; and Sheriff Arnold Zwicky).

- Revised Guadalupe County Room Reservation Policy — Court approved a revised policy for county meeting spaces and set deposit amounts at $250 for general room reservations and $250 for kitchen-related uses (deposit refundable per policy). The court directed staff to refine operating details as needed.

- U.S. Department of Veterans Affairs request — Court approved a revocable license and space allocation for a VA home-based primary care satellite dispatch using a portion of Room 128 at the Veterans Outreach Center and authorized parking and limited early access for the VA van and staff.

- Notice from Comal County Senior Citizens Foundation — Court accepted notice that Comal County Senior Citizens Foundation will cancel home-delivered meals in Guadalupe County effective Jan. 31, 2025, and approved a prorated payment of $25,100 for services already provided this fiscal period; ACOG will continue outreach to identify replacement vendors.

- Travel and training items — Court approved travel permissions: a 456 District Court judge to attend an out-of-state judges’ program in Destin, Florida (Mar. 17–20); 1 emergency-management employee to attend the National Hurricane Conference in New Orleans (Apr. 14–17); and 1 sheriff’s employee to attend the National Computer Forensics Institute course in Hoover, Ala. (Apr. 6–12).

What the votes mean

The RFP approvals launch formal procurement to document needs and build budgets for road maintenance and resilience work. The room-reservation changes create uniform standards and refundable deposits to protect county facilities; staff will continue to refine details such as after-hours security and exemptions for veterans’ groups. The Zeel Road location (discussed separately in the meeting) will proceed with preliminary engineering and return to court with a contract and budget before construction.
