County commissioners approve Workday HRIS, broadband study and budget platform; appoint P&Z member

At its Jan. 20, 2025 meeting in Bernalillo, the Sandoval County Board of County Commissioners approved multiple procurement items and a board appointment.

Workday HRIS The commission voted to approve a main subscription and professional services agreement with Workday for a human resources information system (HRIS) to replace multiple standalone systems and spreadsheets, and to provide payroll, timekeeping, recruitment, learning and performance modules. Human Resources Director Angela Rodden summarized the implementation plan, saying the county will use Workday’s launch program and that implementation is expected to be a roughly 15–16 month project with architecture/configuration followed by testing and a 2026 go‑live.

Broadband study contract Commissioners authorized a contract for $99,999 with Hewlett Zollars and subcontractor MCM Consulting to perform a broadband study, analysis and middle‑mile plan for countywide network connectivity. Chief Masterson told the board that the funds come from grants the county has already received and that the contract is the first tranche to support broadband equity and middle‑mile planning. Commissioners noted the study will focus on underserved areas, particularly in the Jemez and far northwest portions of the county, and also work along the I‑25 corridor and Rio Rancho Estates.

OpenGov (budget platform) The board approved a contract with OpenGov (Vertosoft) to modernize the county’s budget development and transparency tools, including integration with the current Tyler financial system. County Manager Wayne Johnson and a representative from OpenGov said the platform will support budget development, publishing and a more standardized budgeting process; the stated objective is to use the system for the FY 2026 budget cycle.

Planning and Zoning appointment The commission adopted a resolution appointing J. Keith Brown to fill a vacancy on the Sandoval County Planning and Zoning Commission; the Planning and Zoning Department recommended approval.
