Humboldt County commissioners approve transfer, bridge testing contract and appointments; place DHS cost report on file

Humboldt County commissioners on Jan. 13 approved four routine but budget- and operations-related items during their regular meeting: a transfer of $895,601 from the rural services fund to the secondary roads fund, a contract recommendation for geotechnical/testing services for three county bridges, placement of the Cost Advisory Services annual report for Humboldt and Webster County Social Services on file, and the appointment of Susan Tilly as the county's representative to the Midas board.
The largest single action was approval of resolution TX 202501-20, authorizing the transfer of $895,601 from rural services to secondary roads to cover operations and projects carried into the current fiscal year. County staff explained this transfer is part of the board's routine cash-management practice: the roads department operates on reserve for six months and requests reimbursements from rural services as needed. The board approved the resolution by roll call; commissioners voted in the affirmative and the motion carried.
The board also considered three vendor quotes for geotechnical and boring services tied to bridge work on bridges identified in staff materials as 53, 60 and 61. After discussion of prior work and comparative pricing, staff recommended Certified Testing Services. The motion to award the geotechnical/testing work to Certified Testing Services passed on a voice vote.
Commissioners placed on file the annual Cost Advisory Services report that documents the state's reimbursement for having Department of Human Services (DHS) staff and services in-county. The report shows Humboldt and Webster County Social Services would receive $19,560 under the standard cost advisory calculation; the board voted to accept and place the report on file.
Finally, the board voted to appoint Susan Tilly as Humboldt County's representative to the Midas board. The appointment will still need acceptance through the Midas board at its next meeting, staff said.
All motions were approved without recorded dissents. No ordinances, zoning changes, or other land-use decisions were taken at this meeting.
