The Dallas Center‑Grimes Community School District school board voted to approve a six‑member reconsideration committee to review formal complaints about instructional materials and library books.
Superintendent Dr. Bloom opened discussion by stressing transparency and that the district is not seeking to ban books. He said the committee would operate under Regulation 605.03R1 and district policy, that the committee decides which witnesses or experts to call during public portions of its review, and that deliberations and the committee's final vote occur in closed session. The committee then forwards a recommendation to the superintendent, and a complainant may appeal the superintendent's decision to the full board.
Bloom said the administration paused and reconstituted an earlier committee to ensure district policy and legal guidance were followed after the first attempt did not fully adhere to internal procedures. He described the committee as a six‑member panel composed of three staff members and three parents/community members; the board packet lists the proposed committee members but the complainant and challenged titles were not released at the time of the vote.
Shanna Olsen, identified by administration as director of teaching and learning and the committee's non‑voting facilitator, will coordinate committee information requests and provide the same material to all committee members, Bloom said. Committee members may request research through the facilitator so that all members receive the same evidence and supporting documents prior to deliberation.
Board members asked how the committee membership was chosen and whether members could conduct outside research; Bloom said staff compiled suggested names and contacted candidates to ensure willingness and neutrality. The board discussed public notice timelines and whether additional advance notice would help community members observe committee meetings; administrators said they had followed legal counsel's guidance on meeting posting consistent with other special meetings.
The board approved the committee membership by motion; the committee is to convene within weeks to review any active complaints and report back to the superintendent. The board did not alter district policy at the meeting; members indicated they could bring policy revisions to a future meeting if the board wished to change committee selection rules or notice procedures.
