An emailed suggestion from Representative Annie Spell asked that Recommendation 6 remove the phrase "cultural competency," arguing that "using the term 'cultural competency' might perpetuate stigma by inferring that only certain cultures end up as high-risk populations," as read into the record by staff. The body agreed by consensus to replace that wording with "Basic Transmission Prevention."
The panel also considered an emailed request from Miss Susan DuPont that the Louisiana Department of Education (LDOE) be removed from Recommendation 2. Several members opposed removing LDOE, saying the reference only suggests cooperation and does not impose requirements; one member specifically said the recommendation had "no fiscal impact" and supported retaining the LDOE mention. Members also requested stylistic edits to make any "state fiscal impact" statements stand alone and visually prominent.
An attendee identifying as "Rev Moore" moved to accept the draft "as it stands," a motion the record shows was seconded; one member asked that their abstention on the educational recommendations be noted. With one abstention and no recorded opposition, the chair declared the report accepted by a majority of the task force. Staff confirmed the next steps: the report will be submitted to the legislature and the legislative library and members will receive a PDF copy of the final report.
In closing remarks, Rev Moore and other members thanked staff for compiling the report. The meeting concluded with a motion to adjourn by Representative Vanessa LaFleur, seconded by Zack Daniels.
The task force did not take additional formal actions beyond approving the report and directing submission; no public comments were made during the open-comment period.
