Remaining issues include Text‑to‑911, which is not yet live because an Intrado engineer who was handling the implementation quit and must be replaced, and intermittent interoperability problems between the Vista system and the city’s Avaya phone system that sometimes prevent dial‑out and require repeated attempts.
The board recorded a motion and vote to make the $268,500 payment to Lumen for site A; an additional site B payment of about $157,500 remains unpaid because site B is not yet signed off. E911 staff said they continue to hold the remaining funds pending completion of site B testing and outstanding punch‑list items.
A board member commented: "Tell them we're not paying the rest of it till they fix the thing," reflecting the board’s intent to withhold the final payment until outstanding items are resolved. The board instructed staff to sign the payment document and to look for the invoice.
