The Cedar Falls City Council voted Jan. 21 to authorize a private development agreement with BT Holdings LLC to support renovation of an existing downtown building at 122–124 Main Street.
Staff presentation: Planning staff Shane Graham summarized the project as a full renovation of upstairs living areas and upgrades to electrical, plumbing and HVAC. The owner estimates the renovation will cost approximately $400,000 and anticipates the post-project assessed valuation could be $1 million or more. Because the property lies within the downtown urban renewal area, the agreement provides a 10-year tax rebate on the increment above the existing building value, consistent with council’s recent extension from five to ten years.
Council questions focused on mechanics and contract language: councilors asked whether there is a cap on the rebate and sought clarification on Section 8.3, which in subpart A describes an increase-in-valuation requirement and in subpart B references substantiation of investment with receipts. Staff and the city attorney explained subpart A references assessed-valuation increase while B documents the developer’s stated investment; staff said the figures provided were those submitted by the owner.
Public comment: none. Several councilors offered praise for the owner’s decision to invest in maintaining historic downtown buildings.
