Council hears regional updates: Edison training center groundbreaking, $9.2M Green River trail award, OWOW cloud-seeding pilot report

Green River trail funding
A councilmember reported that the California Coastal Conservancy approved allocating $9,200,000 to Riverside County Parks for a 1.7-mile Green River connection on the Santa Ana River Trail. The councilmember and Riverside County Parks Director Kyla Brown both spoke to the conservancy in favor of the grant; the allocation passed unanimously. Council described the award as advancing a continuous trail connection “from the mountains to the sea.”
OWOW cloud-seeding pilot summary
A councilmember reported a year-one summary of the OWOW cloud-seeding pilot: staff said 15 ground-based seeding units were deployed across four target mountain ranges (San Gabriel, San Bernardino, San Jacinto and Santa Ana mountains). The season had 20 storm events; cloud-seeding operations occurred during 13 of those events. The report stated the units were active for "21,100 hours" and used 17,000 grams of silver iodide and 640 grams of AGL from 32 flares. The program paused during a large atmospheric event in February to reduce potential flooding and the team is collaborating with the Desert Research Institute to validate results. Council said the pilot will be evaluated before deciding to continue into a year two planned for November 2025 due to wildfire burn-scar concerns.
No formal council action was required for these reports; councilmembers used the updates to thank staff, note outcomes and flag future work.
