Developers brief Mesa council on Site 17 ground lease with phased housing and public green space

Jeff McVeigh, representing the Cul de Sac development team, told the council that the ground lease before the city functions as both a development agreement and an option to purchase the Site 17 property and that the documents in council packets were still marked "draft" because negotiations concluded only recently.
"The first phase will be 140 for sale townhome units," McVeigh said, adding that construction must commence by 2027 for the first phase. He described the project as a three‑phase development with phase two at about 225 residential units and a phase three total of roughly 425 residential units.
McVeigh said the project would include 25,000 to 50,000 square feet of commercial space and a similar amount of residential amenity space, and that the design includes a significant amount of green space. "For consideration for some of the incentives the city's providing, they're also providing us then with public access agreements so that the public has ability to access those green space as well as their residents," he said.
Councilmembers asked whether the city had ceded any substantial business terms as negotiations continued; McVeigh replied that negotiations were largely dotting "i's and crossing t's" and that material business terms remained consistent with previous direction provided to council.
Maintenance and costs: McVeigh said maintaining the green/open space would be the responsibility of the Cul de Sac team. Council asked follow‑up questions about the negotiation process and whether concessions were made; staff and McVeigh said most recent changes were final clarifications.
Why it matters: Site 17 has been under long discussion; council will have the opportunity to vote on the ground lease and associated development agreement at the upcoming council meeting. The project would add hundreds of residential units, commercial space and publicly accessible green space to a high‑profile site in Mesa.
