Lake Forest council certifies election, installs two members and names 2025 mayor and mayor pro tem

The council adopted the resolution certifying the November election as presented by City Clerk Lisa Berglund. The council then held an installation ceremony in which Doug Serbo was sworn in by Pastor Lyle Castella and delivered brief remarks thanking staff and residents. “I’m thankful for our incredible city staff who do all the heavy lifting for us,” Serbo said during his remarks.
Later in the ceremony, Robert Pecano Sr. was sworn in by his son, who performed the oath. Pecano thanked residents of District 5 for reelecting him and thanked city staff and volunteers for their support.
The council then moved to select its 2025 leadership. A motion to appoint the council member nominated from the dais as mayor for 2025 passed unanimously. A subsequent motion to appoint Councilmember Robert (as recorded during the nomination) as mayor pro tem for 2025 also passed unanimously. The council recognized outgoing Mayor Mark Tetimer for his 2024 service; Tetimer used his remarks to list major events and achievements from the year and said the city finished 2024 with “a balanced budget and fully funded reserves.”
The council also completed routine business that evening, including approval of the consent calendar and recognition items such as the city’s Lake Forest Academy graduation class.
