The Wayne City Council voted July 1 to approve the purchase of BS&A Cloud municipal management software for $165,830, to be paid from the information technology budget. City staff said the package includes training and that annual renewal fees beginning in April 2027 are estimated at $75,000.
City Manager Diane told council the city secured an $80,000 grant from the state treasury to help pay for the conversion; she said the vendor also agreed to cover training and provided an additional $78,000 in support. Diane said the purchase locks in current pricing and that the city will not move operations to the cloud until April 2027, after the city completes a property reassessment and cleans up data in the existing system.
Council members asked about timing and operational details. Diane said staff will use BS&A Net for data entry until the April 2027 migration so assessors can update property records directly; after conversion, BS&A Cloud requires vendor involvement for some updates. Councilwoman Lawrence described experience in Pittsfield, where the cloud system has been in use since October 2022, and said early adopters helped work through initial bugs.
The council vote carried. City staff said the action commits the city to the purchase now to lock the price while implementation and training will occur over the coming months ahead of the April 2027 migration.
