Public works staff explained the vehicle is used for sewer cleaning, easement access into backyard laterals and hydro excavation on water main breaks. Staff said state regulator EGLE requires the city to clean and televise the entire sewer system on a five‑year rotation; the truck is central to meeting that requirement. The city's current unit, acquired in 2019, is reaching the end of its useful life and staff recommended a five‑year replacement rotation.
Staff said they solicited three quotes and selected an Emtek purchase that included a $200,000 trade‑in credit for the current machine, which reduced the net price to the amount presented to council. The vendor additionally offered a five‑year buyback program that would return 60% of the truck's value (the presenter said that would equate to about $350,000 off the next truck purchase). The easement jet portion of the purchase was expected to be ready in August; the truck chassis was expected in December–January (about six months from the meeting).
Council discussed warranty and operational uses; staff confirmed a five‑year warranty was included. The council voted to approve the purchase; the motion carried.
