City development staff provided the council an update on completed, ongoing and future development projects across Universal City, describing a broad pattern of dispersed growth and a number of larger projects in design or construction.
Staff said roughly 92% of the city is developed and identified projects in three categories: completed, current and future. Completed items included several commercial openings and the early phase of several residential projects. Notable activity cited: Northlake Business Park, where two large industrial buildings were completed and tenants have started operations; Lavonne Villa residential project (phase 1 complete with certificates of occupancy issued); and Cibolo Crossing subdivision (phase 1 complete and 41 certificates of occupancy issued).
Current projects cited included a Chick-fil-A near Walmart (with a new right-turn lane under construction), a planned Asian restaurant with a drive-through at 333 Athenian, the 22902 apartments (260 two-bedroom units projected at full buildout) at the north end near Pat Booker Road, and six industrial lots near FM 1976 (three to four buildings expected vertical by May). Staff also described utility and roadway constraints, site plan iterations and permitting status for projects.
Future projects highlighted included Orchard Park commercial parcels, additional phases of Cibolo Crossing, a mixed-use parcel at 1604/Bird, and a large Reunion master-planned project where roadway infrastructure design was nearing 60% complete and road construction could start late in the year or early next year depending on bids and developer schedules.
Staff said the city has limited undeveloped acreage and that many parcels are now under entitlement or construction. Council members asked clarifying questions about timelines, the remodel of an old Acme Lumber building (staff said retail/mixed retail likely) and the schedule for Northlake roadway construction (staff estimated bid and award late this year with construction start in early next year).
