Each application specified site locations and load ratings (typical submissions were for 16-by-8 foot H‑20 heavy‑duty cattle guards on Cold Springs Road at multiple mileposts and one 20‑by‑8 on Omak Mountain Road).
Randall confirmed the applications were paid, posted and processed in accordance with county code. Commissioners opened the hearings, received no public opposition, and approved each franchise by motion and voice vote. The board recorded standard approval language granting maintenance responsibility to the Colville Tribes Fish and Wildlife for the installed cattle guards and associated wings, bases and bypass gates.
The approvals were procedural and did not involve mitigation conditions or disputed easements at the hearings. Staff noted one prior cattle guard had been replaced at a different location and the new locations were selected in coordination with landowners and wildlife managers.
What’s next: Public Works will finalize recording documents and staff will process the maintenance agreements with the tribe; no further board action was required beyond the approvals recorded at the meeting.
