County receives $100,000 in HCA reentry funding, seeks to reclassify two staff positions

Program leads briefed commissioners on the county’s work with the Health Care Authority (HCA) reentry initiative. The county reported it has met milestone one and received a $100,000 capacity-building payment. The board was told staff will submit an implementation plan by Oct. 1 to request up to $400,000 tied to that milestone, with additional milestone funding possible (including roughly $500,000 for staffing and up to $1 million for IT and related infrastructure).
Program staff asked the board to approve two reclassifications — moving two employees to exempt Grade 36 Step 4 — to reflect expanded duties on the reentry work. Staff estimated the first-year cost for both classifications at roughly $26,280 (including benefits), and said the cost would be covered by the HCA grant funding and not by the county’s current expense fund. Commissioners asked that job descriptions and proposed resolutions be submitted to HR (Shelley Kietzman) and to the clerk’s office before formal adoption.
Commissioners expressed general support but requested the HR review and asked staff to return with the formal resolution and payroll-change paperwork. Staff additionally noted future milestones could bring several hundred thousand dollars to implement program services and to staff and equip a small inpatient capacity if feasibility approvals follow.
What’s next: staff to submit job descriptions to HR, finalize the Oct. 1 implementation plan and submit for milestone funding; county will use awarded HCA funds to pay the reclassified positions and program costs.
