Planning commission backs zoning change to let ice vending units locate on smaller commercial sites

The Newport News Planning Commission unanimously recommended on Nov. 5 that City Council adopt a zoning text amendment (ZT2025Dash0006) to revise standards for self‑service ice vending units. The amendment lowers the minimum lot size for those accessory units from two acres to three‑quarters of an acre and clarifies that an ice vending unit cannot be the principal use or structure on a lot.
Planning staff (Ayoka Hall) said the current two‑acre threshold has effectively limited ice vending units to shopping centers and large industrial parcels; the amendment would allow properly sited units on smaller commercial parcels while retaining standards to ensure compatibility and site circulation. The regulation committee reviewed the amendment on Aug. 20, 2025 and recommended approval to the Planning Commission.
Tim Davis, owner/operator of two ice vending machines in Newport News, said the ordinance change would let him relocate a machine displaced by redevelopment and expand his business across the city; he described widespread use of such machines nationally and cited lower prices as customer benefits.
The commission voted 6‑0 to recommend approval; the amendment is scheduled for City Council consideration on Dec. 9, 2025.
