Planning Commission forwards site and subdivision review-time changes to City Council

The commission unanimously recommended that City Council adopt amendments changing site-plan and subdivision-plat review periods to 40 calendar days for first submissions and 30 calendar days for subsequent submissions, aligning local code with General Assembly changes effective July 1, 2025.
On Sept. 3 the Newport News Planning Commission unanimously recommended that City Council adopt two administrative text amendments that revise review timeframes for site plans and subdivision plats.
Planner Charles presented SR20250001 (site regulations) and SO20250001 (subdivision regulations), explaining that both amendments change review periods to calendar-day timeframes—40 calendar days for first submissions and 30 calendar days for subsequent submissions—so applicants can more easily track review status. Staff said the revisions reflect changes made by the General Assembly effective July 1, 2025, and that the regulations committee reviewed and recommended approval of both amendments.
Commissioners moved and seconded both items; roll-call votes were unanimous (8-0) for each recommendation. Both items will be heard by City Council on Sept. 23, 2025.
What’s next: If City Council adopts the amendments, the Planning Department will implement the new calendar-day review schedule and update applicant guidance and tracking systems.
