Planning commission reports: Regal Cinemas rezoned, upcoming CUPs and zoning text amendments

Executive Secretary McAllister reported to the commission on Aug. 20 that at the Aug. 12 meeting the commission approved the Regal Cinemas property rezoning from C-1 (retail) to R-8 (high-density multifamily) and also approved a conditional-use permit for small motor vehicle repair.
McAllister said the commission’s Sept. 3 agenda will include a conditional-use permit for small motor vehicle repair at 15412 Warwick Boulevard and a conditional-use permit for operation of a preschool and day care at Emmanuel Baptist Church, 69 Saunders Road. McAllister also described two zoning text amendments that would add a definition for "vape shots" and provide general regulations and add them to the summary of uses matrix, and noted two additional text amendments required by the General Assembly related to site regulations and subdivision regulations.
Separately, the regulations committee reported approving a modification to allow self-service ice vending machines on lots as small as three-quarters of an acre (reduced from two acres). The committee clarified these machines make ice on-site rather than being a drop-off/bag operation.
No formal votes on these preview items took place during the Aug. 20 meeting; the commission concluded its business and adjourned.
