Council moved, seconded and voted to cancel the second scheduled meeting in November; the motion carried 7-0. Later the body voted to enter a closed meeting under the cited section of the Code of Virginia to discuss prospective business location and potential investment of public funds in support of a festival; that motion was seconded and carried by roll call. Upon returning from closed session, council certified compliance with the Virginia Freedom of Information Act and recessed for a five-minute break.
