City holds CDBG hearing for 2026 action plan and approves amendments to 2023–2025 plans

Kristin McComb, the city's Community Development Block Grant (CDBG) manager, presented the first public hearing on the 2026 CDBG Action Plan and explained program goals, eligibility and expected funding ranges.
McComb said CDBG funds must primarily benefit low‑ and moderate‑income residents and reviewed the city's five‑year strategic plan goals. She announced applicant training to be held two days after the meeting and an application deadline of noon on Feb. 19. Staff also recommended, and council approved, amendments to the 2023–2025 action plans to move funding away from projects that cannot spend quickly into projects that are ready to proceed in order to meet HUD timeliness calculations; the amendments followed a 30‑day public comment period started after the Dec. 9 presentation.
Separately, the public utilities department sought council approval to write off delinquent utility accounts totaling $26,205.63 (0.11% of department billings for the period), and council approved the request. No formal votes were taken on the 2026 Action Plan at the hearing (it was the first public hearing).
