Council approves sale of two Reservoir Street parcels to Central Valley Habitat for Humanity

The Harrisonburg City Council voted Dec. 9 to approve the disposition of city-owned real estate at 2421 and 2425 Reservoir Street to Central Valley Habitat for Humanity and to adopt a resolution authorizing the sale.
Liz Webb, the city’s housing coordinator, told council the two parcels total about 1.15 acres, are zoned R3 (medium-density residential), and carried a 2025 assessment of $308,800. Staff recommended the contract submitted by Central Valley Habitat for Humanity, which offered $10,000 and proposed building at least 10 townhome units, with the final unit count subject to land-use approvals and possible rezoning.
Shannon Porter, Habitat’s executive director and a Harrisonburg resident, said Habitat plans to build between 11 and 13 permanently affordable units sold to families earning between 60% and 80% of area median income (AMI). Porter said Habitat intends to install solar panels on the homes, replicate lessons from its Suter Street development (22 permanently affordable homes), and roll the discounted land price into making the units as affordable as possible.
Council members spoke in favor of the project’s model of sweat-equity homeownership and the solar partnership that will help reduce utility costs for new owners. An unidentified council member moved to approve the disposition and adopt the authorizing resolution; another unidentified council member seconded. The motion passed on a roll-call vote with the council members present recorded as voting 'Aye.'
The sale is contingent on land‑use approvals, including any required rezoning; council ratified the contract and authorized staff to proceed with the transaction.
