Center for Arts and Innovation terminates Mizner Park PCDA; CRA discusses expanding Alta work on Palmetto connectivity

City staff informed the Boca Raton Community Redevelopment Agency on Jan. 13, 2025, that the Center for Arts and Innovation notified the city and CRA on Jan. 8 that it was terminating the Oct. 12, 2022 preconstruction and development agreement (PCDA) and lease. The CRA sent a confirming letter on Jan. 9 acknowledging termination effective Jan. 8.

"On January 8th, the center notified the CRA and the city of its decision to terminate immediately the October 12, 2022 pre construction and development agreement and lease, pursuant to section 14 of that PCDA. We wrote the center on January 9th confirming that both the PCDA and the lease are terminated effective January 8th. In the letter, we also commended the center's efforts and wish them success in their future endeavors," City staff member Mr. Brown said at the meeting.

Members asked follow-up questions about related planning work. A member identified in the record as Mr. Richter asked about the status of Alta's consulting plan for Palmetto. Brown said staff would consult the firm and provide details later: "I will need to consult with staff to firm to get the exact details of where we are right now. I'll let everyone know." Another member suggested issuing an additional work order for Alta so the consultant could evaluate east‑west connectivity between Palmetto and the proposed government campus master plan, including how traffic would cross the street to link the two areas. Brown replied, "Connectivity between the campus and the and the eastern portion of downtown would definitely be considered as part of the planning process. Yes."

No formal action or vote was recorded on the termination or on directing additional consulting work; CRA staff said they would follow up with details. The director's report otherwise included routine downtown event updates from the downtown manager, Ruby Riley.
