The Blowing Rock Town Council approved an ordinance on Tuesday to voluntarily annex two adjoining properties petitioned by Tyler Simes, making the annexation effective June 30, 2025 and allowing utility connections before that date once zoning and building permits and fees are submitted.
Planning Director Kevin Rothrock told council the petition had completed the earlier steps in December and that the ordinance (202501) contains a detailed description of the property and utility responsibilities. "If approved, the annexation would be effective June 30th of this year 2025," Rothrock said. "It's pretty straightforward process."
The properties sit just outside the town limits in the extra-territorial jurisdiction (ETJ) near the Hillwood subdivision off Wildwood Place. Rothrock said the parcels are currently zoned R-T-N-S and will be combined into a single parcel; a pressurized sewer line and a water line run adjacent to the parcels. He said Simes may make utility connections once zoning and building-permit applications are submitted and applicable water and sewer availability fees are paid, without waiting for the ordinance's effective date.
Council opened and closed the public hearing with no members of the public speaking. After a motion and second, the council voted in favor of the annexation. The ordinance will be recorded with the register of deeds, the North Carolina Secretary of State, and the Watauga County Board of Elections as required for boundary changes.
Council members asked how recently Blowing Rock had expanded corporate limits; staff noted prior satellite annexations and utility-driven annexations had occurred in recent years. No restrictions or conditions beyond the ordinance language and standard permitting requirements were stated during the meeting.
The vote followed the public-hearing process laid out in statute and local ordinance; council moved directly from the hearing to disposition of the ordinance after planning staff answered procedural questions. The newly annexed area will be subject to town zoning and municipal services once the effective date and recording steps are complete.
The council also corrected an earlier typographical reference in the agenda: the relevant state statute reference should be General Statute 163-2881 (correcting a previously listed 163-1881).
