The Governmental Operations Standing Committee voted unanimously on Jan. 13 to forward Ordinance 2025‑011 to full Council with a recommendation to approve. The ordinance authorizes the chief administrative officer to execute a right‑of‑entry agreement with the Virginia Department of General Services to allow the city access to and use of the parking garage at 311 North 7th Street to make repairs to city‑owned property at 730 East Broad Street.
Gail Johnson, interim director of the Department of General Services, told the committee the city building at 730 East Broad Street has experienced water infiltration during heavy rain, and the top level of the adjacent state parking deck is needed to reach the exterior wall to complete repairs. The city’s action will permit crews to access the state property to perform the work.
After public comment was opened, no speakers addressed the committee. A motion to forward the ordinance to council with a recommendation to approve was moved and seconded; the committee recorded unanimous support (Chair Jordan: Aye; Vice Chair Abubakar: Aye; Member Gibson: Yes). The committee directed no additional conditions at the meeting and returned the paper to full council for final action.
