Fulshear City Council on Jan. 28 approved HTX as the recognized sports association for Eagle Landing Park, the city’s new soccer‑focused park, for an initial two‑year term.
Council and staff described the RSA designation as a way to balance community access with prioritized scheduling and higher‑level field upkeep. The council vote followed presentations from local organizations and a staff scoring and Parks & Recreation Commission review.
City staff said the RSA will receive priority scheduling for fields while the city will retain up to two fields at all times for community use. The RSA partnership is proposed to span two years, after which staff will re‑evaluate the relationship and solicit qualifications again.
Representatives from competing clubs spoke during the public comment and during the Parks & Recreation Commission review. Simon Boddison, introduced himself as director of soccer operations for HDX Soccer and outlined his club’s local programming. CJ McDaniel, who said he represents HTX and has experience running and maintaining sports facilities, told council HTX has experience with large facilities and estimated annual maintenance costs based on comparable projects.
Council members focused on three evaluation areas in debate: year‑round utilization, groundskeeping/maintenance capacity, and the economic draw of tournaments. Council member Johnson said the staff scoring and the Parks & Recreation Commission’s tied vote made the decision difficult but ultimately supported HTX’s year‑round utilization and tournament experience. Another council member noted the city will keep fields available to the public when not reserved by the RSA.
Council member Johnson moved to approve HTX as the RSA for a two‑year term; the motion was seconded and carried unanimously.
The RSA designation is intended to support Eagle Landing Park’s expected summer completion and to establish a managed approach for turf health, scheduling, optional paid services (lighting, field prep), and concessions and storage rentals.
The council also approved related items this meeting including amendments to the parks fee schedule and an updated parks rules ordinance to prepare for the new facilities.
