Finance report for fiscal year 2025 — Motion carried. OCCY business manager presented an updated mid‑year finance report that staff described as a snapshot of FY2025 spending through Dec. 31, 2024. Staff reported year‑to‑date utilization of program and administrative accounts and noted under‑utilization in some program disbursements tied to calendar‑year grantees; staff said some disbursements were expected to be completed in the coming month. The motion to approve the finance report passed on roll call.

Adoption of freestanding MDT rule changes — Motion carried. After discussion about peer review, data collection, tribal and district‑attorney outreach and statutory authority, the commission approved rule changes to annual review and site‑visit procedures, peer‑review use and data‑collection practices. The commission recorded a roll call in which a majority voted yes; staff said the rules proceed to the administrative review process.

Resolution of remembrance for Dr. Steven Grissom — Motion carried. Commissioners unanimously approved a memorial resolution honoring the late Dr. Steven Grissom for his contributions to juvenile justice, child abuse evaluation and training; the resolution will be signed and presented to his family.
